Israeli military shoots at, arrests Palestinian in Gaza

The Israeli military said Tuesday that it had shot at and arrested a Palestinian who was approaching the border fence, in the first incident of unrest since armed factions in Gaza agreed to reinstate a cease-fire agreement with Israel.
